It causes your browser to start rendering the page before the content has arrived meaning that as more and more content arrives you need to do more repaints and reflows which can be computationaly expensive. Setting this value higher than suggested will give the content more time to arrive and will result in less redraws and so less computing time.
Basically, if you have the latest processor it won't matter, but if you have a lsightly older machine it might be a good idea to set the paint delay to larger than zero :)
