Richard Dawkins, IIRC - I think it comes up in the final chapter of "The Selfish Gene". At least, that's where I first read the concept, and I think he coined the phrase.

It's really meant to be the mimetic equivelant of a gene, i.e. a small piece of information which has a drive to replicate itself.
